Update on Public Raceway Authortity

Olympia, Washinton - On March 23, Great Western Sports (“GWS”) announced several changes to the motorsports facility legislation HB 2062 / SB 6040 aimed at giving the local jurisdiction the power to ensure the best fit for their community.  The legislation now enables locals to negotiate the terms and conditions for the facility and use of the admissions tax, includes a strengthened host jurisdiction agreement, and requires negotiations with local taxing districts so GWS pays its share.  The legislation also calls for a public vote of the project by residents within the proposed Public Speedway Authority.  While the bill is not site-specific, the changes address specific concerns of elected officials and community members in Kitsap County.

The financing portion of the legislation is unchanged.  No new taxes will be created, and no current taxes will be increased.  The bill requires GWS to invest a minimum of $180 million, plus guarantee cost overruns, upgrades and future maintenance.  This project will not impact the state’s General Fund or consume funding earmarked for other critical issues.

The project is expected to contribute to the General Fund by generating $4 billion in economic benefit, including nearly $500 million and thousands of jobs during construction alone.  Jackie Mieler, from the Arizona Office of Tourism, appeared before the Washington State Senate Ways & Means Committee last week to reiterate the significant financial benefit generated by the racetrack in Phoenix.  In addition to the hundreds of millions of dollars in tourism the track generates, she said that NASCAR races bring, “international exposure we could never ever afford to buy."

The legislation enables the creation a Public Speedway Authority (“PSA”), which would issue $164 million in bonds.  These bonds would be repaid using a capped state sales tax credit to the PSA representing a portion of sales tax revenues generated by out-of-state fans.  Additional bonds would be repaid utilizing a portion of the admissions tax revenue, as negotiated with the host community.  The PSA bonds will not be issued or guaranteed by the state, and do not consume Washington’s debt capacity.

In addition to GWS’ $180 million commitment – the largest private investment in a sports facility in Washington’s history – its environmental commitment is especially unique.  The company will build a ‘Green’ facility, adhering to Leadership in Energy and Environmental Design (LEED) specifications, leaving over one-half of the site unpaved as green areas, and capturing 100 percent of storm-water runoff onsite.  GWS also pledged $1 million for additional conservation projects within the host community.  Opponents also claim that NASCAR races consume too much fossil fuel, yet NFL teams use more fuel flying cross-country for one game than NASCAR uses in an entire race.

The facility will be used three weekends annually for racing events and will be available for community use during non-event periods.  Support for the project continues to increase, as GWS has been endorsed by more than 350 Peninsula businesses and over 50 organizations representing labor unions, Chambers of Commerce, Economic Development Associations and other community groups.  For more information visit www.race2wa.com.

Tacoma Planning to Host First Annual City Marathon

Tacoma, Wash. (November 28, 2006) –With its breath taking views of Mount Rainier, Commencement Bay, Point Defiance Park, and the Tacoma Narrows Bridge, it is a surprise to many runners that Tacoma does not host a marathon.  While Olympia has its Capital City and Seattle hosts the Seattle Marathon, Tacoma has been without a marathon for many years.  However, as of May 13, 2007, Tacoma’s non-marathon status will change.

Co-Directed by Fleet Feet Sports of Bonney Lake and Marathon Maniacs, the first annual Tacoma City Marathon will debut on Sunday, May 13, 2007.  Festivities begin on Friday, May 11, with the kick off of a two-day running and marathon expo.  The expo, held at the new, world-class Greater Tacoma Convention and Trade Center in downtown Tacoma, will feature numerous sports vendors and organizations as well as guest speakers and running-related clinics.

The marathon course itself will highlight much of Tacoma’s natural beauty.  Beginning in historic downtown Tacoma, the scenic and rolling course will take marathoners along the shores of Commencement Bay via Ruston Way and throughout the beautiful Tacoma area.  With views of the Tacoma Narrows’ Bridge as well as scenic Point Defiance, the Tacoma City Marathon route certainly will provide its participants a glimpse of Tacoma’s loveliest sights.

Along with the full marathon, both a half marathon run and 10k run/walk will also be offered for athletes who prefer a shorter race distance.

Volunteers are neededClick here to volunteer for the Tacoma City Marathon.
